Lock the door when joins spike, and hold new accounts for review.

Join-rate lockdown watches how many accounts join in a window. Cross the
threshold and new members are held for review for 30 minutes. Lift it early with
/raid off.
The account-age gate holds accounts newer than the age you set, which is the single most effective filter against throwaway raid accounts.
Held members get no welcome message and no auto roles until they are let through — a raid should not produce a wall of greetings for accounts you are about to ban.
Everything is announced in your modlog channel so you know it happened.
